The exchange is expected to combine a virtual pre-program phase with in-person components in Austria and the United States, and it should be compact but tailored, meaning it is focused and intensive rather than long and diffuse. Substantively, the exchange should center on U.S. culture and shared democratic values, the modern American political and media landscape, issues of disinformation and mis/disinformation, and DEIA (diversity, equity, inclusion, and accessibility). The underlying intention is to reinforce shared democratic principles, show how U.S. civil society functions alongside formal institutions, and help participants understand how communities, leadership, civic engagement, and politics connect in everyday American life.

The solicitation emphasizes hands-on, community-based learning in the United States rather than passive observation. Proposals should include interactive training and direct exposure to a local U.S. community through a mix of meetings, discussions, presentations, and cultural or social events. The program must also build in meaningful interaction with policy experts, media professionals, civil society representatives, academics, and students in both Austria and the United States, so participants encounter multiple perspectives and see how public debate and institutions operate across sectors. Another required element is post-program engagement: the implementing organization should plan for mentoring and structured alumni support so the exchange has lasting impact and participants remain connected, supported, and active after returning to Austria. The target group is a small cohort of 10 to 15 Austrian university students and young professionals, ages 21 to 28, who permanently reside in Austria and can demonstrate leadership potential. The award amount is expected to range from $100,000 to $150,000, with a total funding ceiling of $150,000, supported by FY24 Smith-Mundt Public Diplomacy funds.
