The organization funded under this cooperative agreement is expected to take the lead in identifying and prioritizing training and technical assistance needs across the CSBG network, then delivering targeted training and technical assistance to support adoption of new reporting requirements, updated formats, and any system changes that come with them. This includes hands-on technical assistance to states on submitting data and using that data for ROMA and other reporting purposes, with an emphasis on encouraging a culture that values success, transparency, and strong partnerships across the network.
The award also supports OCS in meeting its statutory responsibility to report to Congress each year on CSBG activities and accomplishments, as required under 42 U.S.C. 9917(b). To make that possible, the grantee will conduct national-level aggregation and analysis of CSBG data so OCS can produce an annual report to Congress that reflects nationwide expenditures, activities, and outcomes. In addition, across the three-year period the grantee will provide quality assurance support for a public-facing OCS website that shares CSBG information with grantees and the general public, improving access to clear, reliable information about where funds go and what results are being achieved.
